Meeting Minutes
April 8, 2010
Members present: Chairman Curtis A. Pike and Joe Balboni Jr.
Members excused: Ron Goodgame
Staff present: Wolfeboro Police Chief Stuart Chase and Recording Secretary Amelia Capone-Muccio.
Invited guest/speakers: none
Chairman Pike called the meeting to order at 6:30 PM in the meeting room of the Wolfeboro Public Library. He introduced the Commissioners, staff in attendance and noted a quorum was present.
Consideration of Minutes
Public and non-public minutes of March 11, 2010
Commissioner Joe Balboni Jr. moved the Wolfeboro Police Commission to accept the public minutes of March 11, 2010 as submitted. Commissioner Curtis A. Pike seconded. Members voted and being none opposed, the motion passed.

Activity Reports
Chief Chase reviewed the following activity reports for the month:
Offenses (State Law) by month: Chief Chase stated the total offenses for the month is 58.
Arrest status report: Chief Chase stated the report is a synopsis of each officer’s reporting for the month. He summarized the subject of arrests and stated that there were 26 arrests for the month.
Arrest on view and based on incidents/warrants by time of day: Chief Chase stated the day of the week with the most activity was Thursday.
Summons arrest by time of day: Chief Chase stated the day of the week with the most activity was Saturday.
Protective custody arrests by time of day: Chief Chase reported 2 protective custody arrests for the month.
Personnel Analysis report: Chief Chase stated the report breaks down the Officer’s activity for the month.
Geographical analysis report: Chief Chase stated the streets with the most activity were Center Street and South Main Street.
Accidents by street name: Chief Chase stated there was a total of 8 accidents. The report lists the accidents by street name.
School Resource Officer Report (SRO): Chief Chase stated that Officer Cooper reported 19 investigations at the High School last month and 3 thefts.
Prosecutor’s report: Chief Chase stated there were 36 defendants that faced 39 offenses last month with 10 pleas, 9 arraignments, and 13 trials.
Call analysis by call reason: Chief Chase stated there were 3,793 calls to Central Dispatch last month.
Overtime Report: Chief Chase reviewed the overtime for the month.
Budget Expenditure: He noted that he provided them with the latest reports for Police, Central Dispatch and Animal Control. He stated that the only budget running over is the Central Dispatch Budget for maintenance.
Chief’s items
- Sergeant Moore attended a three-day session on drug investigations.
- Senior Patrolman Roger Martel assisted Police Standards recruit class on firearms training.
- He and Senior Patrolman Greg Cooper addressed the staff of Ocean Bank of the “dos and don’ts” if a robbery should occur.
- He met with congressional hopeful Frank Guinta to discuss issues and concerns at the local and State level.
- He attended the Laconia School Department meeting as a board member for Lifebridge
- Lieutenant Rondeau received a letter of thanks for his work on a recent embezzlement case.
The UNH Survey Center is creating a spreadsheet for the citizen survey and he expects to hear from them soon.
After an audit and reference check the new IT service provider is Mainstay Technologies.
The new ADA bathroom will encroach on the locker by 8 feet, which will require a re-design of that area including removing the shower.
They have relocated the door in Central Dispatch because the consoles blocked the heat registers and exposed the computers to extreme heat.
Knight Security has completed the upgrades to our system so we can now watch previously unmonitored areas.
We took delivery of three new Ford Crown Victoria police cruisers from Irwin Ford on March 29th. On April 12th the radios and electronics will be transferred to the units.
DBU construction is working on the parking lots at the Public Safety Building.
Our K9 team assisted Alton Police with the track of an arson suspect recently.
At the request of the School District, a K9 search was done at the Middle and High School(s) on April 2nd, One student from each school will be charged with Acts Prohibited.
He stated last month Mr. Cedrone of the Lakeview Inn voiced a complaint on a case where a former employee was arrested for various changes. His lost was around $3,900 with a court order of $1,900 in restitution and to date he has only received $49. He explained while restitution is the responsibility of the probation/parole department, but he agreed to follow up on this matter for a local businessman as budget shortfalls or other issues strap the other agencies. He learned that the former employee is now homeless and living in her car. She was most recently arrested for shoplifting breakfast cereal in another part of the State. Clearly this person is in no position to make restitution payments as prescribed. Her status as an offender now remains in the hands of her probation/parole
officer. This is no consolation to the victim and he has personally advised Mr. Cedrone of this update.

Public and Media input
Joe Melanson questioned the time of day the complaint of speed is on Center Street.
Chief Chase replied he does not know, but does know the person who made the complaint was in an accident in that location in the early afternoon.
Jay Cedrone stated he was involved in a traffic accident on February 16th and he received a copy of the report from the Police Department, which was done 10 days later and is not accurate. He stated he notified the officer of such, but has not heard back from him.
Chief Chase replied this is the first he has heard of this and noted that he is in the office daily.
Commissioner Balboni questioned clarity on his complaint and how he got in the accident.
Mr. Cedrone replied he was plowing and when he backed out into the street he couldn’t stop and an oncoming car hit him. He stated the officer found him at fault, when she hit him. He stated the woman who hit him slid 60 feet; therefor he feels she was going at excessive speed to get up the hill.
Commissioner Balboni questioned if his problem with the report finding is due to the insurance.
Mr. Cedrone replied yes and feels $5,500 in damage seems like a lot.
Chairman Pike questioned if anyone was hurt.
Mr. Cedrone replied no.
Chairman Pike questioned if he feels the fault is due to the weather.
Mr. Cedrone replied he feels it is her fault since she slid 60 feet.
Commissioner Balboni questioned how he knows she slid 60 feet.
Mr. Cedrone replied he and a witness measured the skid marks.
Commissioner Balboni suggested Mr. Cedrone meet with the Chief and Sergeant Moore to discuss the issue.
Next meeting date
Chairman Pike announced the next meeting of the Police Commission is May 13, 2010 at 6:30 PM at the Wolfeboro Public Library.
Being no further business, Chairman Pike entertained a motion to adjourn.
